But I am with my own admin account.

Was my problem a year ago. I think you have to free up some space maybe around 25gb to be sure. Make sure to uninstall and reinstall steam. delete the old installer of steam in your downloads and download from website again.

Thanks for the advice but the problem still persits. I am able to download and install other games without this issues so I feel like it must be due to the new update. It won’t even start to download and therefore there is no folder where i can see if there is a 0KB file

Then install again, the game folder and files still there. and dota 2 will discovering the files if you install it again, and it will validate again and install the new update automatically.
